The ROI on the e.LORS investment is -100% per the CBA completed May 2013.

OLMS will address these gaps through this modernization effort and will optimize all OLMS IT systems to operate more efficiently and effectively. IT modernization will result in the following improvements:

- The new system will encompass internal use applications to support electronic submission and disclosure of all 12 OLMS reporting forms using the latest technology. These efforts will make it easier for filers to submit reports and will improve the timeliness and accuracy of the reports, as well as enabling the public to access the reports sooner. Interested parties, such as union members, researchers, etc., would be able to access OLMS reporting data quickly and efficiently. The new system will make all LMRDA reports available for search and disclosure on the OLMS website. By modernizing the OLMS IT systems including the Online Public Disclosure Room, OLMS will increase transparency, improve search capabilities, and increase ease of navigation, thus improving customer interaction with OLMS and customer satisfaction.
- The new system will have a more efficient database with expanded report fields, which will increase the amount of data that can be automatically scanned for compliance thus creating administrative efficiencies for OLMS by reducing the amount of time needed to investigate deficient reports. The new system will contain a case management system with expanded reporting that will increase efficiency of the OLMS investigators, better track cases, and increase the potential for case data sharing with other DOL investigative agencies.
- OLMS would seek to modernize the e.LORS system applications to support the DOL Digital Government Integrated Platform (DGIP). The DGIP s aim is to provide an integrated technical foundation that will allow DOL agencies to build and deploy applications that apply current technologies to improve services for the public, and support the federal digital government goals related to information sharing and mobile computing. The modernized e.LORS would be developed to allow sharing of data, to include multi-purpose data across DOL agencies (as appropriate) and participate in the planned DOL data repository.
