Description
eBRAP is an information processing and management system that provides multi-user functionality for pre-application receipt, retrieval and processing of proposal applications from Grants.gov, and communication with the research community. eBRAP is an Information Technology (IT) enabler and front-end interface for the CDMRP to communicate with: (1) the research community world-wide who are submitting proposal applications. (2) Grants.gov to retrieve the proposal applications; (3) the contractors? system for peer and programmatic review; and (4) CDMRP?s restricted back-end system, Electronic Grants System (EGS), a data and file repository used to manage awards and share research award information. In FY09, Congressionally Directed Medical Research Program?s (CDMRP) released 82 solicitations for research proposals, received over 14,500 pre-applications, and processed 9,188 proposal applications from Grants.gov. CDMRP workload has grown about 21% per year. eBRAP will provide capabilities not available through Grants.gov, the mandated Federal Government?s portal for posting funding opportunities and receiving proposal applications. eBRAP will provide mission-critical web-based capabilities to process research proposal applications that have high visibility to Congress and Health Affairs. To provide world-wide access to the research community from 94 countries, eBRAP must remain off of the .mil domain. eBRAP will provide the following capabilities not available through Grants.gov: (1) provide world-wide access to over 45,000 researchers and institutional representatives (of which only 1,000 are on the .mil) via a .org interface; (2) notify researchers and institutional representatives via computer-automation about funding opportunities; (3) receive pre-applications and proposal relevant data required for review and for answering Congressional and other queries; (4) allow researchers and institutional representatives to view pre-application and proposal application statuses (receipt by the CDMRP and Grants.gov, compliance, invitation to submit, received, reviewed, funding); (5) enable researchers and institutional representatives to view their proposal application submission, modify and re-order if necessary; (6) perform computer-automated compliance and processing of pre-application and proposal applications; and (7) allow researchers and institutional representatives to submit information and documents required for negotiations and award execution.
