Provides cloud-based, easily secured and maintained, Grants Management platform to all DOL grant-giving programs. Platform supports strong customer service and grants stakeholder engagement activities via its data-sharing and reporting capabilities and enables ETA enterprise-wide grants management activities.

Investment Detail
Developed in the early 2000s, E-Grants has evolved with new features and functions to meet the changing business needs of its user base. Recurring maintenance and regularly scheduled upgrades enable the system to meet stakeholder and legislative requirements. As time has passed, the number of overall grants administered by DOL has increased, as have the number of staff and grantees who must use the system. The increased usage, paired with the heightened network complexity, means that the existing system faces numerous business and technical challenges that make it an ideal candidate for modernization. Specifically, the business and technical changes over the past 20 years have led DOL to identify the following needs:
System Availability: the grants system should be available, with minimal interruption, throughout the year to all system users
Infrastructure: modern IT infrastructure associated with the grants management system must support current and future grants management IT applications
Modern Technical Solution: the grants system must leverage code that is adaptable and compatible with evolving changes and technologies, resulting in less technical debt than has been incurred with the current system
Support to Business: the grants system must support business processes without the need for manual work-arounds and should be adaptable to changing business processes and needs
Costs: the system must allow for better utilization of O&M resources - minimizing resources aligned to aging legacy systems.
