DHS - Federal Protective Service (FPS) Revenue Management System (RMS)
Description
The Federal Protective Service (FPS) is a federal law enforcement agency charged with the mission to protect over 9,500 federal facilities from security nationwide threats. FPS does not receive direct appropriations from Congress. Instead, FPS is funded by the fees it collects for its services from the federal agencies located it the buildings FPS protects. FPS currently uses manual processes (such as spreadsheets) and an outdated legacy system to estimate, assess, monitor, and report its revenue. The Revenue Management System (RMS) investment is a new system development intended to automate FPS's revenue management processes including estimating costs, assessing actual costs, generating billing files and invoices, reporting, business intelligence, and customer service capabilities. The RMS will improve the accuracy and integrity of FPS's financial data; compliance with financial standards; increase efficiencies; improve transparency, oversight and reporting.

Investment Detail

The Revenue Management System provides projected cost savings by reducing billing errors, eliminating manual work, improving data accuracy, improving reporting capabilities and transparency. Since most processes are completed manually today, the agency faces challenges with preparing and reporting accurate information related to its customers' fees and collections. FPS' customers frequently dispute their bills causing time consuming data analysis of disparate data sources, unnecessary meetings, and a decreased customer confidence in FPS' operations. The RMS will automate and standardize the processes that often result in errors, reduce billing disputes, and increase customer service capabilities. Employees maintain a heavy workload due to the disjointed and predominantly manual processes and frequent re-work. The heavy workloads and lack of tools necessary to efficiently complete their jobs, often results in turnover. Subsequently the automation provided by RMS will eliminate duplicate steps, reduce workloads, and improve employee morale. The RMS will also allow the agency to retire legacy software and various tools, saving labor and material costs to maintain as well as improving compliance with federal enterprise architecture and cyber security standards.
