HSPD-12 requires a secure and reliable form of identification that is: a) issued based on sound criteria for verifying an individual employee s identity b) resistant to identify fraud, tampering, counterfeiting, and terrorist exploitation c) can be rapidly authenticated electronically d) issued only by personnel whose reliability has been established by an official accreditation process. DHS has developed an Identity Management System for issuing credentials that meet the requirements in accordance with National Institute of Standards and Technology Federal Information Processing Standard 201, Personal Identity Verification of Federal Employees and Contractors. These credentials provide access to computer systems as well as access to physical buildings, in addition to providing personnel verification. Lastly, this investment governs credentials across the Enterprise and provides logistics, policy, technical and user support services to DHS as stakeholders of the HSPD-12 Program.
