The DSV program provides Senior Leadership and support staff with multi-level secure voice services necessary to communicate with the President and other Federal senior leadership. DSV enables speech privacy during the discussion of classified and unclassified information. DSV utilizes the Defense Multi-level Secure Voice Network as a means to connect into the government intel community and is dependent upon the Department's global data and telephone network infrastructure(s) for connectivity.

This investment is a National Security initiative that the cost benefit is derived from the availability and security of the Department of State's secure communications assets. The centralization offered by the Department Secure Voice Program has resulted in a reduction of support costs to Department Senior Leadership by management and deployment of a secure communications network and the development and deployment of a standard device configuration that leverages organizational expertise to resolve issues, minimizes down-time. This program ensures maximum secure communications availability to the Department's Senior Leadership in times of crisis or natural disasters. Because this program provides benefits that are qualitative in nature, rather than quantitative, ROI is not calculated. While there are goals, objectives, and performance metrics captured for this program, no financial ROI is attached to these goals, objectives, and performance measurements. Metrics are calculated and managed on an on-going basis, vetted at multiple levels of IRM management, and they are used to determine the organization's return on investment.
