Description
Currently, multiple systems record, track, and manage our Old-Age, Survivors, and Disability Insurance (OASDI) and Supplemental Security Income (SSI) overpayments. These systems allow our technicians to process transactions differently, producing varied results. Streamlining our overpayment process into one system will enable us to more effectively and efficiently post, track, collect, and report our overpayment activity. In addition, building a new comprehensive overpayment system will allow us to address the system design limitations previously identified via independent auditors.

Investment Detail

Currently, multiple systems record, track, and manage our Old-Age, Survivors, and Disability Insurance (OASDI) and Supplemental Security Income (SSI) overpayments. These systems allow our technicians to process transactions differently, producing varied results. Based on the current backlog and team velocities, we anticipate completion of development of the minimum viable product for the new Debt Management system and transition from the legacy system by the beginning of 2nd Qtr of FY 2025. Streamlining our overpayment process into one system will enable us to more effectively and efficiently post, track, collect, and report our overpayment activity. A new comprehensive overpayment system will allow us to address the system design limitations previously identified via independent auditors.

In FY 2022, the Debt Management Product team began exploring the opportunity to utilize a shared service with the Department of Treasury's Bureau of the Fiscal Service (Treasury). While we are still exploring our options internally and with Treasury, the shared service which may be used to replace the existing billing and external collection processes within the modernized Debt Management system. The Centralized Receivables Service (CRS) helps federal agencies manage their accounts receivables and focuses on collecting debts prior to delinquency. In addition, CRS refers delinquent debts to Treasury's Cross-Servicing (CSNG). Cross-Servicing manages delinquent debts eligible for Treasury Offset Program, Administrative Wage Garnishment, and Credit Bureau Reporting. The DMP product teams continue to develop and release multiple initiatives in accordance with the forecasted release goals. DMP releases functionality to the production environment and have completed 12 releases to date. In addition, DMP has implemented an electronic payment reminder notice, Remittance ID Lookup, Program Debt Write-Off, Online Remittances via Pay.gov, Online Bill Payment, SERS Conserved Funds, and Lockbox.
