The Consular Systems Modernization program is one of the Department's most critical IT initiatives. This program is necessary to achieve mission improvements to critical consular business functions, which will allow for the expansion of digital services to U.S. citizens and non-citizens, CA's core business support systems, and the streamlining of essential support systems to ensure the security and safety of all its users.

Investment Detail

The Consular Systems Modernization (CSM) program is one of the Department's most critical IT initiatives. The CSM Program will also provide new capabilities that did not previously exist under the SPS Program. CSM is necessary to achieve mission improvements to critical consular business functions, which will allow for the expansion of digital services to U.S. citizens and non-citizens, CA's core business support systems, and the streamlining of essential support systems to ensure the security and safety of all its users. These initiatives will result in enhanced passport and visa related capabilities, the digitization of both internal and external processes and forms, and increased security measures to protect customer data. If fully funded, CA/CST can focus on bringing the aforementioned Department's Joint Strategic Plan and IT Strategic Plan (which aligns to the President's Management Agenda), and CA's Functional Bureau Strategy objectives and goals to fruition. Specifically, CA/CST will be able to: - Fully develop the business capability projects to ensure robust, modernized services are deployed to provide capabilities for CA's business functions and services (e.g., passports, visas, repatriation loans, travel alerts) and meet CA's overarching mission in support of CA's millions of customers; specific projects include: - Successfully integrate the above-mentioned capabilities with existing consular systems, ensuring sound security measures are in place to address fortify CA systems and prevent security vulnerabilities - Deliver modernized services needed for the issuance of passports and visas, assisting U.S. citizens overseas and fraud prevention enhancements, replacing outdated legacy systems that are inefficient and ineffective for both internal CA users and external public customers. - Obtain CSM Program Management support activities, which would ensure timeliness of development activities and promote accurate and timely reporting of cost and schedule to the Department and OMB.
