Description
This Program is critical to CA s ability to perform operations and maintenance of existing consular systems that support Homeland Security initiatives. It allows CA to remain current with industry trends, technology platforms, products, and practices that are vital to meet security mandates and requirements. This includes the continued digitization of passport and visa forms, increased security measures for over 90 mission-critical systems operated and maintained by CA/CST.

Investment Detail

This investment focuses on stabilizing and maintaining, as well as complying with legislative mandates impacting all existing Consular systems. It provides the Bureau of Consular Affairs (CA) employees with predictably dependable systems enabling them to successfully perform their job; hence, meeting CA's goals and objectives and satisfying its mission in providing consular operations that most efficiently and effectively protect U.S. citizens, ensure U.S. security, facilitate the entry of legitimate travelers, and foster economic growth. If fully funded, CA/CST will be able to simultaneously maintain and slightly enhance existing systems while supporting its modernization efforts. In particular, CA/CST will be able to ensure that current systems are effectively maintained and secured, while addressing new requirements to integrate legacy and modernized applications and systems. While CA's systems currently support our missions, they do not represent a modernized effort that will meet our customers' expectations. Further, maintaining legacy systems is costly, complex, and inflexible. Once CA/CST's modernization efforts are deployed and operating at a steady-state under the CSM Program, CA/CST anticipates a cost reduction in maintaining those systems under the SPS Program as it will sunset.
