CMS Innovation Core Systems
Description
Each year, CMMI launches models that require technology solutions. These models have diverse needs, and managing operations requires a great deal of coordination across the CMMI and CMS. The investment supports the following IT Strategy to meet these business needs.
1.) Use CMS-Wide Systems whenever possible to avoid developing systems in the CMMI.
2.) Use Center-Wide Systems when the Innovation Center must develop a system to meet unique needs. Multiple models use Center-wide systems instead of acquiring their own single-purpose systems. CMMI's strategy is to create a set of solutions and services that satisfy model requirements while avoiding duplication, maximizing reuse across models, and creating the agility needed for the CMMI environment and creating centralized contracts.
3.) Minimize Model Specific Systems that only serve one model.
The investment acquires IT infrastructure, software applications, and data to enable model to launch and operate.

Investment Detail
The Innovation Center's vision is a health system that achieves equitable outcomes through high quality, affordable, person-centered care. This vision aligns with the Affordable Care Act (ACA) law that created the Innovation Center. Section 3021 of the ACA states that the purpose of the Innovation Center is to test innovative payment and service delivery models to reduce program expenditures, while preserving or enhancing the quality of care for individuals covered by Medicare, Medicaid, or the Children's Health Insurance Program. There are five strategic drivers that the Innovation Center must implement to accomplish this vision:
