Description
This investment funds the operations, maintenance, necessary system enhancements and supporting contracts for the Medicare Advantage Prescription Drug System (MARx). MARx is a mission critical system that serves as the primary interface for plan sponsor organizations and is the source for the enrollment and disenrollment information on the CME tables. This investment also includes the Business Operations and Customer Support functions for Medicare Enrollment and Payment Systems (MEPS). This investment also funds the cloud hosting and supporting contracts for operating in the AWS environment.

Investment Detail

This investment funds the operations, maintenance, necessary system enhancements and supporting contracts for the Medicare Advantage Prescription Drug System (MARx). MARx is a mission critical system that serves as the primary interface for plan sponsor organizations and is the source for the enrollment and disenrollment information on the CME tables. MARx supports calculating beneficiary level payments for plans maintaining an electronic process for receiving Part C and Part D premiums and processing calculation of beneficiary level premiums. There are numerous dependencies between MARx and other agency systems which report changes in beneficiary demographics, entitlement, health status, low income subsidy status, and other factors which may affect beneficiary enrollments.

MARx is currently undergoing extensive efforts to progressively modernize and migrate Legacy MARx applications to a modern cloud based architecture with minimal or no risk to business operations. This migration supports OITs goal to Lead IT Modernization that protects our Infrastructure. Extensive analysis was conducted and it was determined that modernizing the system and migrating to the cloud would effectively address supportability challenges. Additionally, cost savings is anticipated to be realized with the ability to scale the system in the cloud to meet peak demands while not having to invest in additional capital assets. The migration from Baltimore Data Center (BDC) to AWS is anticipated to result in significant cost reduction to both the MARx maintainer and CMS datacenter. Finally, migrating to the cloud environment is expected to support a robust disaster recovery capability.
