NGN PS phased development per Government requirements and oversight prevents gaps in PTS operations sequentially leveraging emerging industry advancements. Service provider capabilities are developed and verified for transition to PTS operations for validation and sustainment. Together, NGN PS and PTS programs provide continuous NS/EP communications including when conventional communications are ineffective due to network congestion or damage. Phase 1 foundational development transitions advanced service capabilities for PTS priority access voice communications in service providers IP core networks, for wireless and wireline technologies. Phase 2 continues mission fulfillment with development of priority access data, video, and information services, and verification for transition to PTS operations; leveraging major service providers emerging networks and technologies; with planning for near term and future services (e.g., 4G, 5G, and cable networks, and cloud technologies).
