Investment Detail

The NIOSH Edge Computing Platform (ECP) is a Hybrid Cloud platform that offers virtual application, data and security services through shared, reusable service. The platform supports NIOSH's use cases for sensitive data management and specialized scientific applications. NIOSH is leveraging the ECP to consolidate siloed legacy applications and data stores to improve system security, compliance and reusability. This investment supports the HHS 222-2024 Technology Strategy with a focus on shared services and open-source technology. The ECP enables NIOS to provide compliance as a service across NIOSH applications and systems.

Prior to the Edge Computing Platform investment, NIOSH was investing $60-$75M per year in siloed IT programs and applications. By consolidating engineering, leveraging reusable & low/no-code technology and by integrating compliance as a service, NIOSH expects to leverage the ECP efficiencies to close enhanced compliance gaps for legacy systems and technology. In summary, due to the significantly growing security and compliance burden for federal systems, NIOS is striving to maintain its level of technology investment (no increase) while sustaining the breadth of research and programs through shared services ad the ECP.

Since 2021 the Edge Computing Platform has supported six NIOSH divisions with production technology and user services. The ECP investment supports over 420 NIOSH staff and contractors in 2022 including data and applications for the most critical NIOSH applications. Historical operational data supporting the World Trade Center Health Program (WTCHP) has been replicated from an external vendor costing $538,000 monthly to the ECP for program utilization and analysis. The WTCHP Rensselaer Data Center will be retired in early 2024 saving $8M in annual expense. The Department of Energy Compensation Program (DCAS) was migrated to the ECP in 2021 replacing legacy technology that incurred $2.4M of annual expense. Further modernization and consolidation f the DCAS vendor Oak Ridge Associated Universities (ORAU) technology hosting to the ECP shared services platform will save NIOSH $4.6M in IT services annually in 2024.

In 2023 NIOSH investment of $13.3M in the Edge Computing Platform will offset $8.4M in custom application development expenses, $5.7M in external vendor hosting and IT services and has delivered incremental business tools and services to NIOSH for workflow automation and business process management valued at $4.7M. In addition, the ECP is now housing 634TB of NIOSH information assets. In 2023, NIOSH projects the quantitative ROI for the platform will increase by 30% as more applications are deployed, costs plateau and offset expenses continued to increase.

NIOSH has accomplished a technology reusability percentage of 64% in the first 2 years of ECP operations, and NIOSH expects ROI and reusability across dozens of NIOSH use cases over the next 2-3 years. The high-level business impact will be the overall reduction of multiple support tiers of the file shared data; cost savings of overall storage, management, archiving of NIOSH data; eventual elimination of federal mandated requirements through the management, as directed through federal regulation, of the majority of all NIOSH created data; systematic and organizational data handling processes, eliminating costly needs of one-off systems.
