Description
ACE supports Office of Trade and the Securing & Expediting Trade and Travel Program, providing a comprehensive system that enables CBP to manage and oversee import/export data, enforcement systems, and cargo-related financial management, providing end-to-end visibility of the trade cycle. ACE delivers these capabilities in a secure, paper-free environment, supporting DHS s goals to Secure U.S. Borders and Approaches and Preserve and Uphold the Nation s Prosperity and Economic Security, both of which protect public interest. ACE fulfilled Executive Order 13659 which mandated the creation of an electronic information exchange, or a Single Window , through which businesses transmit data required by participating agencies for the importation/exportation of cargo. ACE is the means in which agencies with trade-related responsibilities receive from users the standard set of data and other relevant documentation required for release of imported cargo and clearance of exported cargo.

Investment Detail

The following is the explanation on the ROI (47%) as stated in the attached Analysis of Alternatives (A0A) document: The Return on Investment (ROI) indicates the percent saved in future O&M dollars for every dollar spent on the initial investment, based on O&M savings in the following areas: Help desk support; Application, Hardware and software maintenance; Data center labor; User Training and Materials; Security Testing; Operational analyses due to lower usage of the mainframe platform; Efficiencies from the CBP target architecture from getting off the mainframe; Reduced licensing costs; Shared system components; Standardization of certification and accreditation; and Improved scalability and reliability and institution of open standards. The benefit of modernizing to a more efficient electronic interface is enhanced communications between CBP, PGAs, and the Trade Community, resulting in time savings for entry corrections, which allows for more timely cargo processing. For example, the Document Imaging System (DIS) will enable paper forms to be received and processed electronically, providing more efficiency at the Ports of Entry (POEs), saving time and money for the government and the Trade Community. Ultimately, the new functionality will allow more time for port personnel to focus on mission work, vs. clerical and administrative tasks. ACE's performance metrics map to and measure planned cost savings and efficiency improvements, as noted on the Operational Perf tab. ACE will save approximately $30M annually by decommissioning the legacy mainframe once Collections functionality is complete. ACE reduces cost by providing CBP personnel with information to better target compliance and enforcement efforts, increasing overall operational effectiveness, and by creating one system that provides a single window for CBP to interact, manage, and oversee the import/export data, and enforcement systems to provide end-to-end visibility of the entire trade cycle. The result isa force multiplication effect for CBP and PGAs that provides officers import processing and tracking, allowing more time and resources to target compliance, enforcement, and national security activities. Benefits of the ACE system include: 1) ACE is reliable, it has a rolling 12- month average availability of 99.52% (ACE metric, ID 93869, & KPP). 2) ACE provides ATS with 100% of the targeting and selectivity data it requires (ACE metric, ID 96615, & KPP). 3) Savings to CBP due to reduced Primary Processing Time (PPT) thus far in FY22 (thru Jun): $7.70M. 4) Savings to Trade due to Periodic Monthly Statements and Interest thus far in FY22: $357.24M. 5) Savings to CBP due to Periodic Monthly Statements thus far in FY22: $7.29M. Details from the latest report of ACE Program Metrics on the Operational Effectiveness of the ACE Program (thru Jun 2022) include: 1) Approx. 90,200 ACE Trade accounts have been created to date, an approximate increase of 9.59% over last year. 2) Average national truck primary processing time is 53.95 seconds for Jun 2022, a 42.42% improvement over the 93.7 second ACS baseline.
