Investment Detail
Continuous evolution of a government-wide collaboration site (MAX Federal Community) and a data collection tools (MAX Collect, MAX JIRA Forms, MAX Survey) for increased information gathering and sharing, collaboration, and knowledge management across the Federal government: MAX Community allows users to share documents and data. MAX Collect, MAX JIRA Forms, and MAX Survey enable structured, web-based collection of data in multiple formats while providing analytics and publication capabilities.
Benefit Metrics: MAX Federal Community is the largest collaboration environment in the US government, serving over 489,000 registered users at over 222 US government agencies and components worldwide (as of December 2020). Over 50 MAX JIRA exercises have been created, serving nearly 1,600 Budget JIRA users, to support data collection and publication across a diverse universe ranging from creating portions of the President's Budget, to agency responses to Questions for the Record (QFRs), to managing Apportionments and Allotments.
Stakeholder Benefits: For numerous organizations, MAX Federal Community is their only externally-facing collaboration vehicle. Additionally, budget officers have been responding to data calls and questions more effectively using MAX Community and Collect.
Cost Effectiveness: MAX Community has yielded many millions of dollars in cost savings through the use of the open standards MAX applications and cross-agency collaboration capabilities, avoiding duplicative investments.
Budget LoB sponsored training and events: The Budget LoB has developed free, online, and self-paced modules on budget formulation, budget execution, and appropriations law. Additionally, the Budget LoB has sponsored numerous training classes, workshops, and conferences for the government budget community. Frequent presentations by budget experts have provided insight into particular budget-related subjects. The most recent virtual conference had 675 unique registrants from 107 agencies and subagencies. Budget LoB also hosts Career Development Convos centered around career development topics for the budget community. Budget LoB also offers full-day conferences which include budget, technology, and career development training.
Benefit Metrics: As of December 1, 2020, over 7,370 federal government employees have attended these monthly/quarterly sessions free of charge, and over 6,700 have registered for the conferences. Over 11,040 unique individuals have taken the online courses.
Stakeholder Benefits: Federal employees can view course recordings online at their own pace, reviewing them as often as they like.
Cost Effectiveness: Budget LoB invested roughly $120,000 to develop the three online course modules, which over 11,040 unique individuals have completed. Comparable industry price for the same quality coursework is $800 to $1,000 per person per class, giving a potential return on investment of approximately 7,724% and savings of over $9.2M for these classes alone.
