Description
The Office of Trust Services (OTS), Division of Energy and Mineral Development (DEMD) owns, maintains and operates the National Indian Oil & Gas, Energy and Mineral System (NIOGEMS). NIOGEMS is an in-house DEMD designed system that is written in .NET and utilizes GIS library functions customized by DEMD for the specific needs of Tribal and Federal resource managers. NIOGEMS provides a map-oriented application for managing oil and gas development at the resource managers offices. Modules are being developed to support additional energy and mineral resources on Indian Reservations. The system is designed to assist Indian Tribes to achieve their goals toward self-governance and compacting. NIOGEMS currently processes data for 54 reservations and continues to expand where it can be of benefit. These results in a dramatic reduction in permit processing times in Indian Country.

By using NIOGEMS in the processing of leases and permits, there is 10 to 1 labor savings. At the Fort Berthold Reservation alone, the timely processing of oil and gas leases and permits has generated over $6 billion in royalties and taxes to the Tribe since 2008. In the first 7 months of 2020, royalty and taxes averaged over $75 million per month. The ability to timely process oil and gas leases and permits directly impacts development and subsequent revenues to the Tribe. Although not to the extent found on the Fort Berthold Reservation, oil and gas development on other Reservation is similarly impacted. The NIOGEMS Data group now prepares data for a total of 54 reservations. NIOGEMS will be expanded to include additional reservations in FY2020 and FY2021. The NIOGEMS Development group has developed a new version of the NIOGEMS application. A new feature has linkages between Indian land and mineral owners with the respective leases and agreements to the wells with their respective production and resultant royalties. The ability to map state well spacing units is also included. Enhancements to these features and additional data sets will continue to be developed in new versions of the application and data sets. The NIOGEMS team will continue to make the application and data available to all bureaus having Indian Trust responsibilities including BIA, BLM, ONRR and Mineral Evaluation under the Office of Appraisal Services. The same data set is available to use and share across these offices which provides a single picture and reduced duplication by this effort.
