Investment Detail

This system will provide grantees with a submission portal for digital filings of the assessments of fair housing (AFH) reports for review and acceptance/non-acceptance by HUD. Electronic filing of reports will make it easier to submit the electronic files required by the AFFH rule and adding an electronic filing component to HUD's review process is beneficial to the Department. The AFFH initiative will produce the following benefits:
HUD staff will have a baseline expectation level of what type of information grantees should consider and incorporate into their assessment; this will in turn facilitate a more streamlined and efficient AFH review process.
More proactive decision-making among grantees due to HUD's provision of timely, accurate, and consistent baseline data.
Improved administrative and operational effectiveness as a result of increased data availability and the business decisions such data supports.
Increased system interoperability and information sharing within the department and among other federal agencies and external organizations.
Comply with the Government Paperwork Elimination Act (GPEA). This new automation system renders the AFFH submission filing paperless. This project provides an automated electronic filing capability to all grantees who are compelled to file, which has been a cumbersome paper-based process thus supporting the Department's objective of reducing obsolescence, redundancy and increasing compatibility across systems.
Allow FHEO to process and provide analysis in a timelier manner. AFFH reports are deemed filed on the day they are postmarked. This will give FHEO 60 days to process the review because we would no longer have to wait on mail delivery. Action could begin on the AFH review on the same day filed.
Save additional processing time because the electronic system would generate the Notice of Receipt, rather than having to be manually typed and issued.
The system will be secure, Web-based, and can be used on any computer. It works across all browsers and is Section 508 tested. The system will be hosted and maintained from HUD's existing secure servers. Each filer will have a secure password.
