Description
This investment captures costs for the primary IT system and associated IT assets for the Unaccompanied Children Program. The UC Portal facilitates ORR statutory responsibility of providing care and placement to UC. As the primary system, the UC Portal allows users to document services and routes approval for discharge and transfers of UC in ORR's care.

Investment Detail
Office of Refugee Resettlement (ORR), Director functions under the immigration laws of the United States with respect to the care of unaccompanied alien children (UAC) that were vested by statute in, or performed by, the Commissioner of Immigration and Naturalization. 6 U.S.C. 279(a). Section 462 of the Homeland Security Act (HSA) of 2002 and Section 235 of the William Wilberforce Trafficking Victims Protection Reauthorization Act of 2008 (TVPRA), and the Flores Settlement Agreement (FSA) paragraph 40 transferred authorities to ORR.
ORR is committed to investing in an information technology (IT) system and improving its current operations. This commitment further supports the need to balance the evolving user demands, leverage technological innovation and promote succinct operations. With the adoption of the new UAC Path IT system, ORR is modernizing the functionality of the existing portal and create a better user experience. Given the modernization efforts, the project's return on investment should yield very high results. The planned life cycle costs reflect FY 20 to FY25 $26,856,687.74.
This IT project brings an array of favorable business benefits and qualitative Return on Investment (ROI) to ACF/ORR. The current system UAC Portal facilitates ORR statutory responsibility of providing care and placement to UAC. This primary system allows users to document services and routes approval for discharge and transfers of children and meets requirements for tracking and managing the existing care of UAC, and supports data management, bed capacity management and reporting needs.
The new UAC Path system will interface with many different systems for sharing critical information, providing status updates, and managing care provider facility capacity. This exchange will require interfaces with other government agencies (e.g. DHS, DOJ) and with contractors who provide direct care to UACs. By implementing UAC Path system, UAC program will be able to eliminate any information gaps. Efficiencies will be gained across the Federal government by sharing real time data and diminishing the potential for human error. The system will provide multiple services and capabilities that will ORR's business and support functions. The system offers flexibility so that if statutes, regulations, or policies change, ORR can quickly adapt the system to meet the new requirements. To support effective and timely decision-making, UAC Path will enhance data management, ease reporting needs, and offer tools. Users will be able to generate standard reports based on user access roles using templates and tailored reports. Another benefit to the new UAC Path design is streamlining the background investigation process. UAC Path system will provide tools that support data management, high data integrity. The system will manage all data and organize it in a structured way so that it is quickly and easily available to ORR staff.
Importantly, the UAC Path will support ORR compliance with legislative mandates by reporting required data timely and any response to audit findings. ORR will be able to analyze and visualize any data value stored in the system as well as identify trends and patterns to conduct predictive analytics. Overall, the system will support ORR needs to use data to help leadership make informed decisions.
