May 2021:
SOLUTE Inc., San Diego, California, is awarded a $46,600,000 indefinite-delivery/indefinite-quantity Small Business Innovation Research (SBIR) Phase III contract to deliver professional services for systems engineering, software engineering, cybersecurity engineering, DevSecOps (development, security and operations) engineering, and network engineering. Work will be performed in San Diego, California. Work is expected to be completed by May 2026 if all options are exercised. This contract includes a one-year base ordering period and four one-year optional ordering periods, which if exercised, would bring the estimated cumulative value to $46,600,000. Either research, development, test and evaluation (Navy); or operation and maintenance (Navy) could be used for obligations at the task order level. No funding will be obligated at the time of award. One task order will be issued following contract award in order to satisfy the minimum quantity of $100,000, per the terms and conditions of the contract. Fiscal 2021 research, development, test and evaluation (Navy) funds in the amount of $113,594 will be obligated on the task order. Funding will not expire at the end of the fiscal year. This contract is not competitively procured because this contract is a negotiated SBIR Phase III effort. In accordance with the Small Business Administration Office of Investment and Innovation – SBIR Policy Directive, as amended Feb. 24, 2014, the competition for SBIR phase I and phase II satisfies any competition requirement of the Armed Services Procurement Act, the Federal Property and Administrative Services Act and the Competition in Contracting Act. Therefore, any agency that intends to fund a SBIR phase III project is not required to conduct another competition in order to satisfy these statutory provisions.
