Overview
Government Description
Diving and diving related services provided to support the Navy's air, mixed gas, and saturation diving services program. This includes engineering and technical support for operational and non-operational diving, salvage, and underwater ship husbandry (UWSH) operations, as well as the management, maintenance, and operation of Government Furnished Equipment (GFE) and Contractor Acquired Property (CAP) worldwide. Work performed under this contract encompasses underwater repairs and maintenance, welding and nondestructive testing (NDT) qualification, shaft and rudder replacements, cofferdam installations and evaluations, development and support of Diver Augmented Vision Display (DAVD) and Underwater Breathing Apparatus Heads-Up Display (UBA HUD) systems, Lightweight Atmospheric Dive Suit (LADS) development, underwater NDT training and certification, and various engineering improvements to support fleet readiness. Additional tasks include support for submarine and surface ship diving operations, underwater foam testing, chiller upgrades, and specialized maintenance and repairs for a wide range of Navy vessels.

Phoenix International Holdings Inc., Largo, Maryland, was awarded a $24,000,000 cost-plus-award-fee modification to previously awarded indefinite-delivery, indefinite-quantity contract N00024-20-D-4306 for diving and diving-related services. This modification increases the contract ordering ceiling from $97,000,000 to $121,000,000. Work will be performed in Largo, Maryland, and other locations worldwide, and is expected to be completed by July 2025. No funding will be obligated at the time of award; all funding will be made available at the task or delivery order level as contracting actions occur.
