Overview
Government Description
The contractor shall provide research, development, and engineering support for the development of system technologies for the Missile Defense Agency (MDA), Department of Defense (DOD), and National Aeronautics and Space Administration (NASA) tasks, and within the minimum criteria for core University Affiliated Research Center (UARC) work established by the Director of Defense Research and Engineering (DDR&E). Additional work includes state-of-the-art and proof-of-concept space-based sensor systems, advanced technology research and development, support for the forge mission data processing open repository and code escrow, technical direction agent team support, and subject matter expertise to the MDA engineering directorate. The contractor also provides research, analysis, systems engineering, modeling and simulation, hardware and software development, and support for test events, including assembly and testing of a flexsar radar unit. Further efforts include lidar system sustainment, support, and maintenance for the US Army dugway proving grounds.

Nov 2021:
Utah State University Space Dynamics Laboratory, North Logan, Utah, is being awarded a $300,000,000 cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity contract. Under this contract, the contractor will perform research, development, engineering, state of-the-art and proof-of-concept spaced-based sensor systems, and advanced technology research and development. The ordering period is from Nov. 23, 2021, through Nov. 22, 2028. One offer was solicited and one offer was received. The work will be performed in North Logan, Utah; and Huntsville, Alabama. At least one task order will be issued shortly after award and fiscal 2022 research, development, test and engineering funds will be obligated on that task order in an amount of at least $100,000. Mar 2026: Utah State University Space Dynamics Laboratory (USU/SDL), Logan, Utah, has been awarded a $414,000,000 contract modification to a previously awarded sole-source University Affiliated Research Center (UARC) for technical and analytical support to the Missile Defense Agency (MDA). MDA must provide a highly integrated and effective Missile Defense System to defend the homeland, regional interests, allies, and deployed forces against ballistic missile threats of all ranges and in all phases of flight. MDA requires continued access to the unique and specialized knowledge, expertise, and often proprietary data resident with USU/SDL for the development of complex and highly technical systems engineering and integration products. The objective of this cost-plus-fixed-fee contract is to provide technical and analytical support for MDA related USU/SDL core competencies in accordance with the Department of Defense UARC Engagement Guide. In this modification (P00020), the ordering period is extended to 22 November 2031, and the ceiling is increased to $714,000,000 by $414,000,000. Work will be performed in Logan, Utah, and is expected to be completed by Nov. 22 2031. This contract permits other than full and open competition for this effort using 10 U.S. Code 3204(a)(3)(B) as implemented in Federal Acquisition Regulation 6.103-3(b)(2).
