Government Description
Functional Responsive Experimentation For Systems and Humans (FRESH) explores biotechnology, polymer, and responsive material advances to sustain and optimize Air Force assets, including applications in air, space, weapon systems, and human cognitive/physiological monitoring. Work performed includes development and optimization of silk-based microneedle sensors for oxygen and lactate sensing, in vitro and in vivo testing of sensor biocompatibility, and collaboration with AFRL researchers on sensor characterization. Additional efforts involve synthesis and functionalization of new nanomaterials for USAF applications such as energy storage, catalysis, coatings, sensors, and electronic encapsulation, as well as expression and purification of lanmodulin proteins for rare earth element separation. The award also supports studies on cognitive fatigue using oculomotion analysis, development of ground penetration test capabilities, onboarding and training Air Force users on bioinformatics workflows, and enhancement of stem education through participation in the International Genetically Engineered Machine (IGEM) competition.

Sep 2025:
UES Inc., Dayton, Ohio, has been awarded a ceiling $75,000,000 indefinite-delivery/indefinite-quantity modification (P00003) to previously awarded (FA8650-22-D-5400) for research and development on the Functional Responsive Experimentation for Systems and Humans program. The modification brings the total cumulative face value of the contract to $150,000,000 from $75,000,000. Work will be performed at Wright-Patterson Air Force Base, Ohio, and is expected to be completed by Sept. 13, 2030. Fiscal 2024 research, development, test and evaluation funds in the amount of $5,520,000 are being obligated on a newly issued task order under this contract at time of award. The Air Force Research Laboratory, Wright-Patterson Air Force Base, Ohio, is the contracting activity.
