Health center loan guarantee program support BPA (base plus 4 option periods) provides transaction management for the health center facility Loan Guarantee Program (LGP). Includes consultations with applicants, reviewing and processing applications, independent evaluation of lenders’ underwriting, on-site visits to review and confirm documents, loan closing document review, and program monitoring to ensure compliance with program requirements. Additional tasks involve developing review protocols, conducting comprehensive financial and operational analysis of application packages, lender eligibility reviews, credit risk assessments, loan closing services, program monitoring site visits, maintaining underwriting criteria, and managing problem loans. The contractor must have expertise in lending programs, loan guarantee programs, banking or community development lending, and provide qualified staff and subject matter experts for all required services.
