Government Description
The purpose of the Superfund Technical Assessment And Response Team (START) contract is to provide nationally consistent advisory and assistance services to Environmental Protection Agency (EPA) on-scene coordinators (OSCS) and other federal officials implementing EPA’s responsibilities under the national response system. The contractor fulfills these responsibilities within the region and outside the region on a backup regional, cross-regional, national, and international response basis, and provides scientific and technical support for EPA activities to protect human health and the environment. The contractor also provides advisory and assistance services to programs such as the superfund pre-remedial program, brownfields program, and remedial support activities, maintaining a 24/7 response capability with appropriately experienced, trained, and accredited personnel and all necessary supplies and equipment. Work performed includes field and non-field support services and technical assistance for EPA responses to hazardous substance releases, site assessment activities, document review and preparation to identify data gaps, and evaluation of remedial alternatives and institutional controls.
