Grant Description
Purpose:
Wyoming DOT is applying for FFY2021 5311 Statewide funds in the amount of $7,390,719 (full apportionment) and FFY2021 RTAP funds in the amount of $106,899 (full apportionment). Total federal funding applied for: $7,497,618. The funds will be used for public transportation providers in Wyoming for operating project administration, preventive maintenance, intercity bus, and RTAP funding for training, technical support, and support services.

Activities to be performed:
This grant will fund the following categories of activities:
- $3,188,013 - Operating assistance for rural providers
- $1,731,010 - Project administration assistance for rural providers
- $1,363,089 - Preventive maintenance assistance for rural providers
- $1,108,607 - Intercity bus - 15% of the 5311 apportionment
- $106,899 - RTAP apportionment
- $7,497,618 - Total FTA funds

Expected outcomes:
This award will assist in funding public transportation costs for existing providers in Wyoming during FFY2022 and FFY2023 as they are recovering from the COVID-19 pandemic and getting their transit programs back on track.

Intended beneficiaries:
Agency staff and transit passengers.

Subrecipient activities:
This grant will fund public transit costs for the following subrecipients: University of Wyoming, Eppson Center for Seniors, Campbell County Senior Center, Converse County Seniors, Lander Senior Citizens, Wind River Transportation Authority, Goshen County Senior Friendship Center, Buffalo Senior Citizens, Cody Council on Aging, Sheridan Senior Citizens Council, Sweetwater County Transit Authority, Southern Teton Area Rapid Transit, Black Hills Stage Lines, Alltrans Inc., Jefferson Lines, Western Trails and Charters, Greyhound Lines, and multiple statewide transit agencies using RTAP funds for training and technical assistance opportunities.

Other information:
All required documentation is attached to this application, including the program of projects and approved STIP documents. Local match fund sources for each subrecipient are documented in the program of projects.

Pre-award statement:
Wyoming DOT is requesting pre-award authority in the amount of $7,390,719 to allow for no lapsing coverage for transit providers. Eligibility for all ALIs to begin on 10/1/2021.

Note:
WYDOT elects to use the higher matching ratio of 56.56% federal for operations as allowable under the approved sliding scale agreement with FHWA in accordance with Circular 9040.1G. (Agreement is attached.)
