Grant Description
West Virginia Department of Transportation Division of Public Transit (WVDOT) is applying for FFY 2020 Section 5311 Nonurbanized Area Formula Program funds and the Section 5311(b)(3) Rural Transit Assistance Program (RTAP) in the amount of $11,082,561 to support the state's Section 5311 Program of Projects (POP).

The projects include operating assistance for ten (10) rural operators ($5,690,812 federal) and two intercity bus operators ($1,350,552 federal); capital assistance ($1,061,946 federal) for ten (10) rural operators; training and technical assistance services ($186,883 federal) funded under the Rural Transit Assistance Program (RTAP); and state administration ($900,368 federal). The total number of recipients funded in the POP include twelve (12) subrecipients that are ten (10) rural operators and two (2) intercity bus operators. All subrecipients provide fixed route and/or demand response transportation services.

WVDOT is also applying for FFY 2020 Appalachian funding in the amount of $1,892,000 for capital assistance. The state management plan for the FFY 2020 Section 5311 Program was approved by FTA on 03/07/2019. The non-federal share will be provided by state funds from general revenues and local funds from city and county appropriations, non-emergency medical transportation (NEMT) county excess levies, and in-kind match from Greyhound for the intercity operator Barons Bus.

Purpose: The purpose of this award is to provide the WVDOT and its twelve (12) subrecipients operating assistance, funding for eligible capital projects through Section 5311 funds, and allocated Appalachian Program funds to assist WV and its subrecipients.

Activities to be performed: Funds will be used to cover operating assistance, training, purchase of buses, vans, and support vehicles.

Expected outcomes: Continued safe and effective operation of transit services for rural areas of West Virginia.

Intended beneficiaries: WVDOT transit agencies and citizens in the rural and non-urbanized areas of the state.

Subrecipient activities: The following twelve (12) subrecipients are providers of rural transit service: Bluefield Area Transit (Bluefield, WV), Buckwheat Express (Kingwood, WV), Central WV Transit Authority (Clarksburg, WV), Country Roads Transit (Elkins, WV), Fairmont-Marion County Transit Authority (Fairmont, WV), Here and There Transit Authority (Philippi, WV), Little Kanawha Transit Authority (Mt. Zion, WV), Mountain Transit Authority (Summersville, WV), Potomac Valley Transit Authority (Petersburg, WV), Tri-River Transit Authority (Hamlin, WV), Mt. Line Transit Authority (Morgantown, WV), and Barons Bus (Cleveland, OH).
