Grant Description
Purpose:
This application requests the full $1,677,087 Wisconsin FFY 2021 5310 Small Urban (SU) allocation and the full $1,528,503 Wisconsin FFY 2021 5310 Rural (RU) allocation, which will be used to fund the CY22 Wisconsin 5310 program. This includes operating, mobility management, administrative, and vehicle purchase projects. The total grant amount is $3,205,590 in FY21 5310 funds.

Activities to be performed:
These funds are for replacement vehicle purchases ($332,000 SU; $286,400 RU; $618,400 total), expansion vehicle projects ($146,400 SU; $43,200 RU; $189,600 total), mobility management ($443,996 SU; $512,089 RU; $956,085 total), operating assistance ($586,982 SU; $533,964 RU; $1,120,946 total), and administrative expenses ($167,709 SU; $152,850 RU; $320,559 total).

This application complies with the 55% traditional minimum and maximum 45% non-traditional/administration requirement for Section 5310 grant utilization, both in terms of rural and small urban funding by fiscal year and the grant as a whole. Projects included within this grant application are included on locally-developed transportation coordinated transit and human service agency plans.

Local cash match of $425,731 will be provided by localities where the separate projects will be implemented. Additional in-kind match of $1,136,237 will also be provided by those localities. The local match documents are attached.

Expected outcomes:
Funding will permit Wisconsin Department of Transportation (WisDOT) and its subrecipients to continue to provide vital transit services for people with disabilities and older adults in calendar year 2022.

Intended beneficiaries:
Intended beneficiaries are individuals with disabilities and the elderly in Wisconsin's small urban and rural areas.

Subrecipient activities:
40 subrecipient transit providers were chosen to undertake the Wisconsin CY2022 5310 program, including purchasing replacement buses and vans, purchasing expansion buses and vans, operating assistance, and mobility management. See attached POP for details.

In executing this grant, Wisconsin Department of Transportation (WisDOT) agrees to abide by Section 3011 of the FAST Act (49 U.S.C. 5323(J)(2)(C)) regarding the phased increase in domestic content under the Buy America statute for rolling stock.

As the grant agreement includes an FTA funded transit vehicle purchase, WisDOT agrees to comply with the related requirements set forth in 49 CFR 26.49(A). Specifically, WisDOT must ensure, as a condition of being authorized to bid or propose on FTA assisted transit vehicle procurements, that each transit vehicle manufacturer certified that it complied with DOT requirements for submitting a DBE program and goal to FTA prior to bidding. WisDOT is also required to submit the name of the successful bidder and the total dollar value of the contract within 30 days of making an FTA assisted transit vehicle award using the required FTA reporting tool. WisDOT understands that failure to comply with these requirements may result in formal enforcement action or appropriate sanction as determined by FTA, including reimbursement of FTA funds used for the vehicle procurement.
