Overview
Grant Description
This application includes $3,704,781 in FY 2021 ARP Section 5309 Capital Investment Grants funding for the Mill Plain Bus Rapid Transit (BRT). Specifically, this funding will be applied towards the scope/activity line item for costs related to vehicle purchase and professional services.
Purpose
This grant supplants a portion of the non-CIG matching funds for the Mill Plain Bus Rapid Transit project. It does not duplicate the federal funding for any activities in Grant ID # WA-2021-101.
Activities to be Performed
Specifically, this ARP Capital Investments grant supplants the amount of non-CIG funding for the following activities per the FTA scope activity line item as follows:
13.12.06 Purchase replacement articulated bus
14.08.80 Professional services
C-TRAN agrees that it will amend the corresponding Small Starts construction grant in TRAMS to reduce the local share for the FTA scope activity line items noted above.
Expected Outcomes
Funding will permit C-TRAN to continue to successfully deliver the Mill Plain BRT project.
Intended Beneficiaries
Populace of the C-TRAN service area and local area commuters.

***Special Conditions***
The recipient C-TRAN agrees that if it receives federal funding from the Federal Emergency Management Agency (FEMA) or through a pass-through entity through the Robert T. Stafford Disaster Relief and Emergency Assistance Act, a different federal agency, or insurance proceeds for any portion of a project activity approved for FTA funding under this grant agreement, it will provide written notification to FTA and reimburse FTA for any federal share that duplicates funding provided by FEMA, another federal agency, or an insurance company.
