Budget Revision 1 (3/25/2022)

This budget revision updates the special language for furlough certification to reflect the following:

The recipient certifies that it and any subrecipient or contractor that is a provider of public transportation:

(A) Are currently not furloughing any employees;
(B) Have, to the maximum extent possible, brought back any employees previously furloughed as a direct result of financial challenges caused by the COVID-19 public health emergency; or
(C) Have rehired or posted to rehire any positions of employees who were laid off as a result of financial challenges caused by the COVID-19 public health emergency.

Initial Application

This application utilizes ARP Act funding to prevent, prepare for, and respond to coronavirus. The funding requested in this ARP Capital Investment Grant supplants the local share of $6,498,606 (Discretionary ID# D2021-RPSS-019) in Grant ID# WA-2022-013 Swift Orange Line BRT. It does not duplicate the federal funding for any activities in WA-2022-013. Specifically, this ARP Capital Investments Grant supplants the amount of local share for the ALI 13.13.06 Vehicles scope.

Purpose:

The purpose of this Capital Investment Grant award is to assist with the construction of Community Transit's Swift Orange Line BRT project.

Activities:

Funds will be used to assist with the purchase of 6 sixty-foot articulated Swift-branded coaches needed for the Swift Orange Line BRT project.

Outcomes:

Funding will help provide a crucial piece of the transportation system in Snohomish County with a direct bus rapid transit connection to link light rail in Lynnwood. Swift Orange Line will expand travel options, reduce commute times, and accommodate a larger share of the region's growth.

Intended Beneficiaries:

All current and new transit passengers in our (PTBA) Public Transportation Benefit Area.

Community Transit agrees that if it receives federal funding from the Federal Emergency Management Agency (FEMA) or through a pass-through entity through the Robert T. Stafford Disaster Relief and Emergency Assistance Act, a different federal agency, or insurance proceeds for any portion of a project activity approved for FTA funding under this grant agreement, it will provide written notification to FTA and reimburse FTA for any federal share that duplicates funding provided by FEMA, another federal agency, or an insurance company.

The recipient certifies that it and its subrecipients and contractors that are providers of public transportation have not furloughed any employees since March 27, 2020 (the enactment date of the CARES Act).
