Grant Description
This federal award application includes $14,761,434 in FY 2021 Section 5311 Rural Formula Funding and $230,735 in FY 2020 Section 5311(b)(3) Rural Transportation Assistance Program (RTAP) funding for operating intercity bus RTAP and state administration activities.
Purpose:
The purpose of this award is to:
- Assist in the maintenance, development, improvement, and use of public transportation systems in rural areas.
- Encourage and facilitate the most efficient use of all transportation funds used in rural areas through the coordination of programs and services.
- Carry out a program to develop and support intercity bus transportation in order to meet the intercity travel needs of residents in rural areas.
- Implement technical assistance, training, and related support services tailored to meet the specific needs of transit operators in rural areas.
Activities to be performed:
Sustain/maintain current operating service levels in the different rural areas across the state of Washington. Sustain fixed-route and on-demand ADA-accessible public transit commuter services to special needs residents; provide the core demand response (dial-a-ride) transit services for the elderly, persons with special needs, low-income, and general public; and continue to offer a means of transportation for people to access jobs, medical appointments, schools, and other destinations.
Expected outcomes:
Maintaining an adequate level of public transportation service in rural areas and enabling people to access destinations essential for their daily lives, safety, and well-being.
Intended beneficiaries:
Public transportation customers who utilize public transportation services across the state of Washington, including the elderly, persons with special needs, low-income, and general public.
Subrecipient activities:
Operate, manage, and maintain public transportation services. Ensure adequate funding and financial planning to support the annual operating needs of rural public transportation services. Offer hourly transit services providing access to medical, retail, and social services. Provide fixed-route and ADA complementary paratransit services.
