Grant Description
This is a Vermont Agency of Transportation (VTRANS 1393) request for a total of $6,311,209 5339 federal rural and urban formula funds as detailed in three project descriptions below. Six sub-recipients are funded through this grant as listed in the project descriptions below.
The three projects are defined as follows:
- Project 1 consists of $17,546 of FFY2021 federal small urban 5339 formula funds for:
* Green Mountain Transit (GMT-Urban) one (1) replacement 35 low floor heavy-duty replacement buses (partially funded) including contract third party to inspect production of heavy-duty buses at Gillig Livermore CA plant.
Total Project 1 request: $17,546 federal for GMT Urban.
- Project 2 consists of $3,991,374 federal rural 5339 formula funds including $588,904 FFY2020 rural apportionments and $3,402,470 FFY2021 rural apportionments for:
* Advance Transit (AT) $100,800 federal - maintenance bay lift replacement - passenger seat upgrade (replace fabric seats to cushion w/vinyl) six (6) buses - gasoline tank pad - replacement of floor sweeper.
* Green Mountain Community Network (GMCN) $112,000 federal - new pickup utility truck - solar panels.
* Green Mountain Transit (GMT Rural) $609,801 federal - one (1) replacement large heavy-duty bus 40 - one (1) replacement medium-size medium duty bus including cutaway vehicle.
* Marble Valley Regional Transit District (MVRTD) $1,546,975 federal - new office building design build project - file server replacement - six (6) replacement medium-size light-duty buses including cutaway vehicles.
* Rural Community Transit (RCT) $303,150 federal - engine replacement - architect and engineering services for new bus facility - one (1) replacement medium-size light-duty bus including cutaway vehicle - two (2) replacement medium-size light-duty cutaway buses.
* Southeast Vermont Transit (SEVT) $1,180,000 federal - roof replacement at SEVT's administration and maintenance facility located at 706 Rockingham Road Rockingham VT - one (1) new expansion medium-size medium duty cutaway bus 37 34 seat 2 w/c diesel - five (5) replacement medium-size medium duty cutaway buses 37 34 seat 2 w/c diesel.
* Tri-Valley Transit (TVT) $138,648 federal - bus wash located at 297 Creek Road Middlebury VT - OSHA approved safety ladder and installation costs for roof access located at 297 Creek Road Middlebury VT - security systems at Hedding Drive located at Hedding Drive bus barn in Randolph VT (fencing, cameras, etc.) - office expansion AE design plan costs for a 1 story addition located at 297 Creek Road Middlebury VT. Scope of work includes renovating and retrofitting a large open office space and adding walls to accommodate two new offices and a conference room. Office renovation and expansion will also include construction work to add office doors and any required mechanical and electrical work including HVAC system upgrades as needed.
Total Project 2 request: $3,991,374 federal.
- Project 3 consists of $2,302,289 FFY2020 state apportionment for Green Mountain Transit (GMT-Urban) for:
* Green Mountain Transit (GMT-Urban) one (1) replacement 35 low floor heavy-duty replacement buses (partially funded) - $450,065 federal.
* Green Mountain Transit (GMT-Urban) two (2) replacement 35 low floor heavy-duty replacement buses - $921,622 federal.
* Green Mountain Transit (GMT-Urban) two (2) replacement 40 low floor heavy-duty buses - $930,602 federal.
Total Project 3 request: $2,302,289 federal.
Grand total Project 1, 2, 3: $6,311,209 federal.
All sub-recipients receiving these funds are in good standing with VTRANS. The letter supporting the use of these rural funds in the small urban area is attached. All vehicles of various sizes were chosen from the AOT asset management system. VTRANS is the direct recipient of this grant. The purchase of the vehicles and non-vehicle projects will be carried out by the sub-recipients under both individual and statewide joint procurements. VTRANS will oversee the procurements and include the cost of the projects in their yearly grant agreements.
This grant is the result of the VTRANS yearly competitive application process and is necessary to sustain mobility and increase ridership both for the general public and the disabled in all rural counties and the one small urban area in Chittenden County, Vermont. For ADA accessible buses, the federal share will be 85%, and the state and sub-recipients combined contributions will total 15% as indicated in the ALIS. All vehicles being procured at 85/15 are CAA and ADA compliant.
A detailed list of bus and other purchases is contained in the individual project descriptions, the budget details, as well as in the attached program of projects. State matching funds (5-10%) come from the transportation fund, which is comprised of gas taxes and fees. VTRANS grants funding to its providers to purchase vehicles. The sub-recipient is listed as the owner on the title. VTRANS exercises satisfactory continuing control by listing VTRANS as the first lien holder. The original paper title resides at VTRANS to secure the use of the vehicle for transit purposes and to ensure that the investment is recovered at disposition. All vehicles will follow the disposition requirements as outlined in Circular 5010.
VTRANS targeted this grant to the sub-recipients with the greatest needs. The Secretary of the Vermont Agency of Transportation (VTRANS) is designated in statute to administer all statewide Federal Transit Administration programs (V.S.A. Title 24-5094). Each provider listed has a D-U-N-S number on file. VTRANS has a regional ITS architecture as defined in the FTA National ITS Architecture Policy issued on April 8, 2001. VTRANS executed the FY21 certifications and assurances in TRAMS on January 28, 2021. All activities are programmed in the FFY2021 element of the current 2020 VT STIP. VTRANS is current with all civil rights requirements and FTA annual certifications. All administrative and statutory requirements have been met in accordance with the 5339 Bus and Bus Facilities Program as articulated in FTA Circular 5100.1.
