Grant Description
The Virginia Department of Rail and Public Transportation (VDRPT) is applying for FFY 2021 Section 5311 American Rescue Plan (ARP) Act funds in the amount of $3,803,053 representing 100% federal share of the total eligible amount. This application utilizes ARP funding to prevent, prepare for, and respond to coronavirus.
The application scope of work includes operating expenditures for the period of 7/1/2021 - 12/31/2022. The ARPA has apportioned $1,348,850 in Section 5311 funding, $146,294 in Section 5311(b)(3) RTAP funding, and $2,307,909 in Section 5311(f) Intercity Bus funding, totaling $3,803,053.
The projects include $1,348,850 in operating assistance for nineteen (19) rural operators and one (1) intercity bus operator; $146,294 in Rural Transit Assistance Program (RTAP) funding for training and technical assistance, and $2,307,909 for the Virginia Breeze Intercity Bus.
The total number of recipients funded in the POP include: twenty-one (21) sub-recipients that include nineteen (19) rural operators and two (2) intercity bus operators. All subrecipients provide fixed route and/or demand response transportation services.
The VDRPT Section 5311 ARPA POP is attached to the grant under application documents. The FTA approved the Section 5311 State Management Plan on 9/11/2020.
The recipient agrees that if it receives federal funding from the Federal Emergency Management Agency (FEMA) or through a pass-through entity through the Robert T. Stafford Disaster Relief and Emergency Assistance Act, a different federal agency, or insurance proceeds for any portion of a project activity approved for FTA funding under this grant agreement, it will provide written notification to FTA and reimburse FTA for any federal share that duplicates funding provided by FEMA, another federal agency, or an insurance company.
Per the ARP Act, the project(s) in this application is not required to be programmed in the Long-Range Transportation Program or Statewide Transportation Improvement Plan.
