The Georgia Health Policy Center (GHPC), in partnership with the National Area Health Education Centers Organization and the Global Partnership for Telehealth dba the Georgia Partnership for Telehealth, National Association of Emergency Medical Technicians, the Rural Local Initiatives Support Corporation, as well as a team of subject matter experts that comprise the Rural Health Workforce Expert Panel including the National Association of Workforce Boards, National Association of State EMS Officials, etc., are uniquely prepared to develop and implement an intensive, tailored technical assistance program to support rural community networks focused on recruiting and retaining their public health workforce.
The proposed team is diverse and has combined experience, expertise, and resources to address the four workforce training tracks of this funded initiative: community health support, health IT/telehealth technology, community para-medicine, and case management/respiratory therapy. The lead applicant GHPC has provided technical assistance to hundreds of rural communities across the country over the past 20 years, including over 1,000 of the Federal Office of Rural Health Policy's (FORHP) grantees. The GHPC partnership, in collaboration with the subject matter experts of the Rural Workforce Expert Panel, brings forward clinical, financial, operational, training, partnership development, and quality assurance experience working in and with a variety of rural health care providers and social support entities.
The proposed technical assistance approach described herein is grounded in GHPC's externally evaluated, sustainability-focused approach: the most sustainable rural health system models are data-driven, context-specific, focused on the whole system, and supported by infrastructure that ensures community collaboration, long-term leadership, and shared accountability. The technical assistance approach for this initiative includes these core elements:
Individualized Technical Assistance: Each community health collaborative will be assigned a lead technical assistance consultant (TAC) who will build relationships and trust.
Peer Learning: Peer learning is highly valued by grantees and will be a central component of this approach. Multiple methods for encouraging exchange among peer grantees may be incorporated, including a reverse site visit, peer group calls, and peer-to-peer site visits.
Generalized Technical Assistance: Generalized technical assistance encompasses the areas of capacity building that are relevant to most or all of the participating networks and their health workforce partners. It is designed to achieve efficiencies where grantee support and training needs are similar.
Subject Matter Expert Consulting: Due to the diversity of the grantees' focus areas, engaging subject matter experts for one-on-one consultation, site visits, and generalized presentations will be valued.
