Transforming Pediatrics for Early Childhood - Project Title: Transforming Health Outreach for Infants and Children (P-5) through Vital Community Engagement (THRIVE P-5)

THRIVE P-5 will increase access to a continuum of high-quality early childhood development (ECD) services for Arkansans, particularly rural and underserved minority populations, by integrating ECD experts in 10 Family Medicine Clinics (FMCs) across the state. We will also train an additional 150 working Community Health Workers (CHWs) as ECD experts, provide continuing education on ECD topics to pediatric/family medicine primary care staff, and work with our Community Action Network to develop a plan to address systemic barriers.
The overarching goals of THRIVE P-5 are to:
1) Improve equitable access to a continuum of ECD services in pediatric/family medicine settings.
2) Improve the capacity of pediatric/family medicine practices and workforce to deliver high-quality ECD services that address the holistic needs of children and families.
UAMS and our CAN will focus on the following core objectives:
Objective 1: Increase the number of trained, equipped ECD experts in pediatric/family medicine settings serving Medicaid/CHIP-eligible or uninsured P-5 populations.
Objective 2: Increase the number of pediatric/family medicine practices offering a continuum of ECD services that includes comprehensive early developmental health promotion/prevention, screening and surveillance, care coordination and linkage, and intervention.
Objective 3: Improve ECD knowledge and competencies among pediatric/family medicine primary care staff.
Objective 4: Identify and advance solutions to specific barriers to sustained and holistic ECD service delivery in primary care, including policy and financing barriers, ECD workforce needs, care coordination, and service gaps.
We will accomplish these objectives by engaging our Community Action Network and our relationship with the Arkansas Community Health Workers Association to recruit 10 certified CHWs from the target communities. We will train them as EDC experts and place them in 10 FMCs in rural and persistent poverty areas to provide support to the primary care teams. We will also train an additional 150 CHWs already working in community clinics and community-based organizations to further expand the number of organizations/clinics providing ECD services. Additionally, we will provide continuing education on ECD topics to primary care teams across the state and work with our partners to develop a plan to address systemic barriers to sustained ECD services.
