Overview

Grant Description
This application is to request FY2020 BUILD funds apportioned to the North Central Texas Council of Governments in the amount of $25,000,000. The project was selected by the US Department of Transportation under the BUILD program. The Project Grant Agreement (PGA), as amended with comments from FTA HQ, is attached in the Documents section - uploaded on 8/23/22.

Purpose:
The North Texas Multimodal Operations Velocity Efficiency and Safety Program (NT MOVES) is a long-range plan for increasing freight and passenger mobility in Dallas-Fort Worth (DFW) through strategic investment in rail capacity to improve multimodal transportation. NT MOVES is a program of road and railway improvements in the North Central Texas region intended to enhance freight and passenger mobility across all modes.

Activities to be performed:
The following highlights three components of the NT MOVES project in a commuter and freight rail corridor connecting Dallas and Fort Worth in North Central Texas. The project's components include:

Component 1: Double track Medical Market Center to Stemmons Freeway
Component 2: Double track Handley Ederville Road to Precinct Line Road
Component 3: Implement clear path technology

Expected outcomes:
These projects will provide improved safety, improved capacity, increased rail traffic speeds, shared-use corridors, and interconnected network issues. They will also monitor ongoing performance measures, improve capital project selection, and facilitate public-private partnerships.

Intended beneficiaries:
The direct beneficiaries are TRE, DART, Amtrak, and Trinity Metro. This will also help all freight railroads that operate on the corridor and railroads participating in the clear path program. It will also help with mode shift as it adds capacity to regional railroads.

Subrecipient activities:
The subrecipients will be DART and Trinity since they maintain the TRE rail corridor. Their work will include the construction of the two double track and bridge projects. These projects have been included in the 2021-2024 Transportation Improvement Program (TIP) approved by the Regional Transportation Council on May 14th, 2020 (TIP Document 1.pdf and TIP Document 2.pdf).
