Grant Description
This application is for 2021 Formula Funds @ 100% federal share for the 5310 Demographic Statewide: as defined in the Texas Transportation Code Title 43 Chapter 461. These funds were awarded statewide to 39 small urban and rural transit districts, private non-profit agencies, governmental entities, and local public agencies by the Texas Transportation Commission on Minute Order Number 116036 dated June 30, 2021.
These regular FY 21 Formula 5310 funds (80/20) are being applied for at a 100% federal share in accordance with Coronavirus Response and Relief Supplemental Appropriations Act of 2021 (CRRSAA). The funds will be used by 5310 providers for transportation services and capital purchases that serve seniors and individuals with disabilities to overcome transportation barriers.
Purpose of the award: Funding for Section 5310 grant will enable Texas transit districts to provide public transportation services in both the rural and small urban areas of Texas. Funding will allow transit providers to continue operating established transit services and add new service to aid the 5310 population.
Activities to be performed: Operating assistance, project administration, vehicle preventive maintenance and repairs, capital projects benefiting the rural and small urban area (e.g. vehicle procurement, hardware and software solutions, state administration, and mobility management and technical assistance).
Expected outcomes: Transit providers will be able to implement 5310 programs and services to create an environment of resilience for passengers, employees, and communities in both rural and small urban areas of the state of Texas.
Intended beneficiaries: The proposed projects will benefit seniors and individuals with disabilities by supporting mobility for rural and small urban areas communities, transit riders, and transit providers. Texas has the largest number of individuals with disabilities of all the states, and 17% of the senior population lives in the 177 rural counties in Texas. Over half of seniors in Texas have one or more disabilities.
Subrecipient activities: 5310 passenger transportation services to the general public using the most efficient combination of knowledge, materials, resources, and technology.
FY2021 full apportionment: $7,967,960. Funds available: $7,967,960. Non-traditional state administrative: $796,796. The amount of FY2021 non-traditional funds awarded does not exceed the 45% maximum. Total available for projects: $7,171,164.
FY21 total small urban apportionment: $4,039,522. Total state admin applied for: $220,256. Traditional small urban projects applied for: $2,202,561. Total small urban funds applied for: $2,202,561 (SU projects +10% admin). Small urban transfer amount to rural: $1,836,961. Total small urban remaining funds ($1,982,305 projects + $220,256 admin + $1,836,961 transfer to rural): $0.
FY21 total rural apportionment: $3,928,438. State administrative rural: $576,540. Total 5310 small urban amount to transfer to rural: $1,836,961. Total available for rural projects: $5,765,399 ($3,928,438 apportionment + $1,836,961 SU transfer). Traditional rural projects applied for: $4,756,974. Total rural funds applied for: $5,333,514 (projects + 10% admin).
FY21 total remaining funds to be applied for later: $431,885. The Texas Department of Transportation is a designated recipient. The minimum of 55 percent of funding for traditional 5310 program type projects has been met. TXDOT certifies that the funds were awarded to subrecipients were awarded on a fair and equitable basis and the projects have been derived from a regionally coordinated public transit-human services transportation plan. To the extent feasible, services are coordinated with transportation services provided by other federal agencies. STIP pages 352-356. FY21 revision 5310.
