Grant Description
Purpose:
This is an FFY 2021 Section 5311 ARP funding application for rural areas in the amount of $10,569,135 representing 100% federal share of the total eligible amount. This application utilizes ARP funding to prevent, prepare for, and respond to coronavirus. The application scope of work includes rural operations project administration and intercity bus operations. 15% of the state's ARP Act apportionment has been budgeted for intercity bus. The grant-funded projects will enable Texas transit districts to continue to provide public transportation services in the rural areas of Texas.

Activities to be performed:
Funding will enable rural transit providers and intercity bus carriers to continue operating established transit routes and to add new services to aid communities during the COVID-19 pandemic.

Expected outcomes:
Transit providers will be able to implement programs and services to create an environment of resilience for passengers, employees, and communities in rural areas of the state of Texas.

Intended beneficiaries:
The proposed projects will benefit and support mobility for rural areas, communities, transit riders, and transit providers.

Subrecipient activities:
Transit provider general transportation services in the rural areas of the state of Texas and prevent, prepare for, and respond to the coronavirus (COVID-19) via transportation services.

The recipient agrees that if it receives federal funding from the Federal Emergency Management Agency (FEMA) or through a pass-through entity through the Robert T. Stafford Disaster Relief and Emergency Assistance Act, a different federal agency, or insurance proceeds for any portion of a project activity approved for FTA funding under this grant agreement, it will provide written notification to FTA and reimburse FTA for any federal share that duplicates funding provided by FEMA, another federal agency, or an insurance company.

Per the ARP Act, the project(s) in this application is/are not required to be programmed in the long-range transportation plan, statewide transportation plan, or statewide transportation improvement program.

The time period for operating assistance overlaps with CARES Act FAIN TX-2020-072. The CARES Act available funding is insufficient to cover eligible expenses within the period.
