Grant Description
TxDOT is applying for: FY20 5339 Discretionary: $1,610,000.
*Projects will be matched using TDC total: $1,610,000.
Purpose of award: The project constructs a total of two rural capital facility projects within Texas; one for Panhandle Community Services (PCS) and the other for Rolling Plains Management Corporation (RPMC). These projects are a continuation of the projects funded with FY19 discretionary funds under TRAMS grant TX-2020-129-0.
In the previous grant, the projects were funded until they entered a state of construction readiness. Since that previous grant, RPMC is expected to enter a state of construction readiness by June/July 2021; however, the other construction project for PCS will not be ready until December 2021/January 2022. Therefore, this application is only for RPMC's portion of the funding.
Activities to be performed:
RPMC: The facility will modernize the operations by renovating the existing bus storage area with a new administrative addition to the building. The proposed administrative and operations center project addresses an internal infrastructure need of the RPMC's Sharp Lines program by providing safe and efficiently designed office and training space large enough to accommodate additional drivers, fleet maintenance, dispatch, and administrative staff. FTA environmental concurrence 3/10/21. Scope, schedule, and budget attached.
PCS: They're building a new maintenance and administrative facility that brings maintenance in-house, allows for the development of a comprehensive preventative maintenance and training program, and serves as a regional maintenance center to be used by other providers. *Will apply for later this year.
Expected outcomes:
RPMC: Operational benefits, cost reduction, and better management of services. This includes better intra-organizational coordination among administrative, operational, and management staff. Managerial benefits - better resource management, improved long-term decision-making and planning, and performance improvement. Strategic benefits - support system growth, development of a new facility that will be good marketing for the transit system, develop innovations in building functionality, improve training and safety. Organizational benefits - support Sharp Lines organizational changes, facilitate business learning and internal coordination, empowerment, and develop common visions.
Additionally, the project will:
Improve safety by eliminating dispatch and administrative workspaces from the hallways; providing adequate workspace for all operational and administrative staff; centralizing operational and administrative functions of the program; and improve the efficiency and effectiveness of training by having space adequate to train more than three individuals at one time.
Intended beneficiaries:
With the improved facility, the intended beneficiaries shall be the general public and residents of Cottle, Hardeman, Foard, Wilbarger, Baylor, Archer, Wichita, Young, and Jack counties. These counties are rural communities with limited access to medical, dental, eye centers, and social service agencies. The populations generally served by RPMC are senior, disabled, and economically disadvantaged residents.
Subrecipient activities: The project will consist of rehabilitating the existing structure, as well as new construction on the property.
Length of time: All projects contained in this application will be constructed within 36 months of grant execution.
