Overview
Grant Description
This is an FFY2020 Section 5310 funding application in the amount of $2,997,484 representing 100% federal share of the total eligible amount. The purpose of this award is to improve the mobility of seniors and individuals with disabilities throughout the state by removing barriers to transportation services and expanding transportation mobility options.
The activities to be performed include state administration, mobility management, and the purchase of rolling stock. A total of $2,957,816 in federal funds will be used for traditional 5310 activities, including regional mobility management programs and the purchase of rolling stock for private non-profit organizations and governmental authorities located in rural service areas.
In order to provide enhanced and coordinated transportation that meets the needs for elderly persons and persons with disabilities, the expected outcome is that subrecipients will provide enhanced and coordinated transportation that meets the needs of the intended beneficiaries, elderly persons and persons with disabilities. Subrecipient activities will include the acquisition of rolling stock and mobility management program activities.
TDOT will utilize $39,668 for administration. Section 5310 apportionments for rural areas totaled $2,804,077, including $361,206 through ARP, $361,200 through CRRSAA, and $2,081,671 through the FFY2020 formula apportionment. This grant includes $2,081,671 in Section 5310 funding for rural areas through the FFY20 formula apportionment. The remaining amount of $915,813 is requested to be transferred to the rural allocation.
Small urban rolling stock funding requests were met by the FFY 2020 small urban apportionment. The remaining $915,813 in FFY 2020 small urban funds will be transferred to the FFY 2020 rural allocation. Attached is the governor's signed certification letter requesting to transfer funds from the small urban allocation to the rural allocation.
TDOT will ensure that all vehicles purchased are accessible, purchased from an FTA approved TVM, and reported to FTA within 30 days after the contract is signed. TDOT will check the current listing of transit vehicle manufacturers (TVM) to ensure each is listed as a certified TVM in compliance with FTA regulations.
TDOT or subrecipient (when applicable) will follow all 3rd party procurement policies as defined in C4220.1F (Third Party Contracting Guidance). TDOT or subrecipient (when applicable) will ensure contractors procured will not be on the FTA suspension and debarment list.
A minimum of 55% of the 5310 apportionment must be dedicated to traditional 5310 activities. This threshold has been met. Additionally, the cap for state administration funds is 10% of the 5310 apportionment. In this application, 1% of activities in the federal apportionment are budgeted for state administration, and 99% of the activities in the federal apportionment are dedicated to traditional 5310 activities.
