Grant Description
This is an FFY2018 Section 5339 application in the amount of $3,500,000 federal funds. The application is for the purchase of 3 hybrid electric buses, 4 replacement vehicles for Gatlinburg Mass Transit System, an Intelligent Transportation System for Chattanooga Area Regional Transportation Authority, and a statewide Intelligent Transportation System for rural and urban public transit agencies.

This application obligates the full 5339 formula apportionment to Tennessee for FFY2018. All vehicles purchased on this grant will be ADA accessible.

The following projects were committed from a variety of competitive processes. The CARTA and Gatlinburg projects were awarded through our annual Transit Investment Grants Call for Projects, and the Knoxville project was awarded in conjunction with our state's competitive call for the Volkswagen settlement funds.

TDOT will ensure that all vehicles purchased are accessible, purchased from an FTA approved TVM, and reported to FTA within 30 days after the contract is signed. TDOT will check the current listing of transit vehicle manufacturers to ensure each is listed as a certified TVM in compliance with FTA regulations.

All subrecipients will follow useful life standards as defined in the TDOT State Management Plan or in the agency's Transit Asset Management Plan. TDOT will ensure all subrecipients will follow all 3rd party procurement policies as defined in C4220.1F (Third Party Contracting Guidance). TDOT or subrecipients will ensure contractors procured will not be on the FTA Suspension and Debarment List.

Recipients receiving grant awards over $25,000 from FTA or any other federal agency after October 1, 2010, must comply with the Federal Financial Accountability and Transparency Act (FFATA) sub-award reporting requirements.

The subrecipient will own, operate, and procure vehicles under this grant. Vehicle information and records will be maintained and updated through the TDOT Perpetual Vehicle Inventory. TDOT will ensure that specific procurement steps and policies are followed as required in the State Management Plan.
