Grant Description
Purpose of the Award:
South Dakota DOT is applying for a total of $3,251,739 in FY21 and FY22 Section 5339 Statewide Formula funds to purchase vehicles and other capital expenses on behalf of its subrecipients. The total is composed of the following amounts:
- $1,863,398 in remaining FY2021 funds (the remaining balance of the $3.5 million apportionment; the balance will then be $0)
- $1,388,341 in FY2022 funds (a portion of the $4.0 million apportionment, leaving $2,611,659 to be awarded in future grants)
- $3,251,739 total 5339 funds
Activities to be Performed:
This grant will fund two categories of activities:
- $2,006,000 for the acquisition of both replacement and expansion vehicles on behalf of subrecipients throughout the state ($617,659 in Project #1 and $1,388,341 in Project #3)
- $1,245,739 to purchase other miscellaneous capital equipment and make minor upgrades on behalf of subrecipients throughout the state (Project #2)
- $3,251,739 total
This application will be funded at an 80% federal/20% local matching ratio, with the source of local funds being composed of donations, contracts, Medicaid, and other local sources. (Note: Since FY 22 BIL funds cannot be merged with prior year funds due to separate account codes, Project #3 has been created for the BIL funds to be applied.)
Expected Outcomes:
The acquisition of new assets ensures a state of good repair and improves efficiencies, communication, and safety.
Intended Beneficiaries:
The patrons and employees of the following transit agencies throughout the state of South Dakota will benefit from this application: Aberdeen Ride Line, Brookings Area Transit Authority, Community Transit of Watertown/Sisseton, Palace Transit, Peoples Transit, Prairie Hills Transit, River Cities Public Transit, Rural Office of Community Service, Vermillion Public Transit, and Yankton Transit.
Subrecipient Activities:
This grant will fund the purchase of rolling stock and other capital equipment, including shop equipment, hardware, software, surveillance/security, miscellaneous equipment, admin/main facility, and radios for the following subrecipients across the state: Aberdeen Ride Line, Brookings Area Transit Authority, Community Transit of Watertown/Sisseton, Palace Transit, Peoples Transit, Prairie Hills Transit, River Cities Public Transit, Rural Office of Community Service, Vermillion Public Transit, and Yankton Transit.
Other Information:
All required documentation is attached to this application, including the POP vehicle VIN information and STIP information. SDDOT self-certifies that the ITS equipment included in this grant is in conformance with the SDDOT's regional ITS architecture plan. The attached POP has provider information, including service area, entity type, quantities, project descriptions, local match source, and federal funds for each project. The attached POP identifies the project's local match source and federal amount per provider and budget line item. Also attached is a list of the tentative replacement vehicles. SDDOT will complete the certification of equivalent service forms on file before vehicle(s) are ordered.
SDDOT is requesting pre-award authority for the entire amount, with eligibility to start on 10/1/2022 to cover activities related to these projects.
