Overview
Grant Description
Application purpose: CMCOG shall develop a Human Services Transportation Coordination Plan (the Plan) meeting the Unified Comprehensive Strategy for Public Transportation Service Delivery requirements as articulated by the Federal Transit Administration.
In addition, the Plan shall provide a blueprint for implementing a range of strategies to advance local coordination efforts to improve all transportation services.
Activities performed: Stakeholder and public outreach will be a significant element of the planning process, which will be obtained through a provider survey, focus group meetings, stakeholder interviews, and a public meeting.
CMCOG/COATS MPO, in coordination with CMRTA and SCDOT, will update its Regional Human Services Transportation Coordination Plan.
This project has been identified in the 2024-2025 Unified Planning Work Program.
Expected outcomes: This project will enhance the coordination of transit services throughout the Central Midlands region between the public transportation projects and the human service agencies.
This coordination will reduce the duplication of services and enhance the accessibility and mobility of transit services for all populations.
Intended beneficiaries: The local public transit provider, the Central Midlands Regional Transit Authority, is in the process of expanding their mobility management program.
This expansion could allow for more coordination in training and operations between the CMRTA and the human service agencies.
Subrecipient activities: The Central Midlands region includes the counties of Richland, Lexington, Fairfield, and Newberry counties.
Currently, the public transportation provider serves mainly Richland and a small portion of Lexington County.
The human service agencies are addressing some public transit services in Fairfield and Newberry counties, but there is little coordination between them.
This study will address the transit services in all four counties to enhance coordination of the existing services and reduce duplication.
