Grant Description
Rhode Island Public Transit Authority (RIPTA) requests a total of $35,720,217 from the American Rescue Plan Act (ARPA) to prevent, prepare for, and respond to coronavirus. Of this amount, $34,976,050 is from the Section 5307 program as follows: $165,522 is from the Norwich-New London CTRI UZA, and $34,810,528 is from the Providence UZA. $190,622 is from the Section 5310 program as follows: $3,975 is from the Norwich-New London CTRI UZA, $177,084 is from the Providence UZA, and $9,563 is from the state. $399,236 is from the Section 5311 program and represents 100% of the 5311 ARPA funds allocated to Rhode Island. $68,379 is from the Section 5311-RTAP program, representing 100% of the ARPA RTAP funds allocated to Rhode Island. Lastly, $85,930 is from Program 5311 Intercity funds, representing 100% of the 5311 Intercity funds allocated to Rhode Island.
RIPTA has certified that the State of Rhode Island's intercity bus service needs are being adequately met and therefore will not spend these funds on intercity bus projects. These funds will be directed towards RIPTA operating assistance. The associated split letters for the above-mentioned splits are attached to this application.
Purpose: The purpose of this grant is to help RIPTA prevent, prepare for, and respond to coronavirus.
Activities to be performed:
- ADA/Complementary Paratransit Program operating assistance
- Urban operating assistance
- Rural operating assistance
- RTAP
Expected outcomes: The funds within this award will assist RIPTA in continuing to provide safe and reliable service to its passengers.
Intended beneficiaries: RIPTA's passengers will directly benefit from RIPTA's ability to provide safe and reliable service across the state.
Subrecipient activities: None.
Activities in this grant began on January 20, 2020, and will continue until spent. Per ARPA, the grant requests 100% federal share, and the activities in this application are not required to be programmed in the long-range transportation plan or statewide transportation improvement program.
RIPTA agrees that if it receives federal funding from the Federal Emergency Management Agency (FEMA) or through a pass-through entity through the Robert T. Stafford Disaster Relief and Emergency Assistance Act, a different federal agency, or insurance proceeds for any portion of a project activity approved for FTA funding under this grant agreement, it will provide written notification to FTA and reimburse FTA for any federal share that duplicates funding provided by FEMA, another federal agency, or an insurance company.
As activities within this award overlap other COVID relief funding granted to RIPTA, the authority will ensure to draw in order of priority from the first award to the most recent. The agency will also ensure to only draw for eligible expenses from one award, being sure not to draw for the same eligible expenses twice.
