Grant Description
Award purpose: This project will implement the Clear Creek Adaptive Restoration Program (CCARP).

The CCARP will be implemented through coordinated actions identified and vetted by the established Clear Creek Technical Team (CCTT).

The main goal of the CCARP is to implement and evaluate restoration actions that fulfill the Clear Creek-specific actions documented in the Central Valley Project Improvement Acts (CVPIAs) near-term restoration strategy.

Activities to be performed:

1. Clear Creek Anadromous Fish Habitat Restoration and Management Project: Planning and implementation to complete annual spawning gravel augmentation in Clear Creek.

This has been an ongoing restoration action on Clear Creek since 1996.

2. Clear Creek Wood Structure Supplementation Project: Planning and implementation of a new restoration action(s) which would restore crucial ecosystem processes and substantially increase the amount of fish habitat within the active channel and on floodplains through targeted placement of wood structures and berm removal.

This project would improve and expand the juvenile rearing habitats within the Lower Clear Creek Floodway Rehabilitation Project.

3. Clear Creek Horsetown Restoration Project: Planning and implementation of a new restoration action(s) which would greatly increase the amount of habitat for ESA-listed spring-run Chinook salmon and California Central Valley steelhead and provide a long-term gravel supply for the Clear Creek gravel augmentation project.

This project would rehabilitate a key reach of Clear Creek, which was highly degraded by legacy mining, by strategically removing high terraces, recontouring the deeply incised creek channel, and repurposing mine tailing materials for gravel augmentation.

4. Clear Creek Restoration Effectiveness Monitoring Project: Planning and implementation of evaluating pre- and post-restoration effects on water quality and juvenile Chinook salmon habitat rearing conditions in Clear Creek will inform restoration effectiveness and develop recommended actions for future CCARP habitat enhancement projects.

This project will assess hydrology, water quality, lower trophic food web production, juvenile salmon growth, and wild fish assemblage and habitat use of restored and unrestored habitats.

5. CCARP Education Outreach Project: Planning and implementation of a CCARP outreach strategy that highlights the mission and goals of the CCARP and Clear Creek's ecology through community education and outreach.

Intended beneficiaries: The CCARP will directly accomplish the main objective of the CVPIAs Notice of Funding Opportunity (NOFO) by executing collaborative planning efforts for salmonids, specifically by enhancing the natural adult production of salmonids and improving the spatial diversity of target salmonid species in Clear Creek.

All proposed actions in this funding request will be administered over the five-year span of the financial assistance agreement and will be almost entirely implemented on public lands owned by the Bureau of Land Management (BLM) and National Park Service (NPS).
