1. Award Purpose - Throughout the last 40 years, DWR has constructed, operated and maintained multiple water control facilities and structures to maintain water quality objectives in Suisun Marsh, including: ROARING RIVER DISTRIBUTION SYSTEM, MORROW ISLAND DISTRIBUTION SYSTEM, GOODYEAR SLOUGH OUTFALL, SUISUN MARSH SALINITY CONTROL GATES and 14 water quality monitoring stations.

2. Activities to be performed - The objective of this financial assistance agreement is to fulfill Reclamation s cost share commitment as specified in Article X of the 2015 SMPA.

3. Expected deliverable or outcome - The following activities will be performed:
1. Planning and permitting
2. Facilities and maintenance
3. Monitoring
4. Wetland management
5. Compliance and reporting
6. Review of operations

4. Intended beneficiary(ies) - As a benefit to the public, managing the salinity gradients of San Francisco-Sacramento Delta and the wetlands of Suisun Marsh will produce adequate waterfowl habitat, and protect beneficial uses for fish and wildlife. Preserving Suisun Marsh helps support the recovery of the federally listed Delta smelt and salmonids through protecting and restoring habitat, food sources and nursery areas.

5. Subrecipient activities - There are no subrecipient activities for this agreement.
