Grant Description
The Las Virgenes-Triunfo Joint Powers Authority (Recipient) is a partnership between Las Virgenes Municipal Water District and Triunfo Water Sanitation District, established in 1964 to cooperatively treat wastewater for these two neighboring districts within the Malibu Creek Watershed.

The Recipient serves multiple small rural cities, with each city's population less than 50,000 people. The Recipient owns and operates the Tapia Water Reclamation Facility (TWRF), which began operating at 0.5 million gallons a day (MGD) in 1965. In light of burgeoning local populations in the late 1980s and early 1990s, TWRF's capacity was expanded to its ultimate build-out of 16 MGD.

The Recipient handles wastewater collection and treatment and wholesale recycled water service and biosolids composting for both districts. Both districts within the Recipient receive 100 percent of their potable water from other members of the Metropolitan Water District.

The goal of the Pure Water Project Las Virgenes-Triunfo is to build an Advanced Water Purification Facility (AWPF) to treat tertiary effluent from the TWRF for indirect potable reuse, and to convey the purified water to the Las Virgenes Reservoir, where it will be blended with Metropolitan Water District of Southern California (MWDSC) supply. The water from the Las Virgenes Reservoir will then be treated at the existing Westlake Filtration Plant prior to distribution.

Additionally, pipelines will be constructed to convey source water from the TWRF to the AWPF for treatment, purified water from the AWPF to the Las Virgenes Reservoir for storage, and reverse osmosis concentrate to the Calleguas Salinity Management Pipeline for ultimate discharge to the ocean.
