Overview
Grant Description
Purpose: The Pure Water Monterey Project and Expanded Pure Water Monterey Project (PWM) will replenish the adjudicated Seaside Groundwater Basin with 3,500 acre feet per year (AFY) of purified recycled water to better balance the safe yield of the groundwater basin and mitigate the threat of seawater intrusion.
The Pure Water Monterey Project will also provide additional treated water to an existing water recycling facility at the Regional Wastewater and Water Recycling Plant (referred herein as the Regional Plant) for recycled water delivery to the Castroville Seawater Intrusion Projects (CSIP) agricultural irrigation system, further preventing seawater intrusion in the region.
It is anticipated up to 4,500 AFY of additional recycled water supply could be created for agricultural irrigation or a total of 5,750 AFY with implementation of the expanded PWM project. The project also provides for an additional 200 AFY of purified recycled water that would be injected in the Seaside Basin for up to five consecutive years to create a drought reserve bank, and 600 AFY of recycled water for urban landscape irrigation by Marina Coast Water District customers. In drought conditions, source water would be diverted for agricultural irrigation and the reserve delivered to potable customers.
Activities to be performed:
Objective 1: Contract for environmental documentation and permitting services.
Objective 2: Contract for construction support and program management.
Objective 3: Contract for infrastructure construction.
Deliverable(s) expected outcome(s):
Objective 1 outcomes: Environmental compliance and permitting requirements. Prepare and submit technical documents and a report of waste discharge to support the reissuance amendment of the Monterey One Water (M1W) National Pollutant Discharge Elimination System (NPDES) permit and to assist M1W in coordinating with the Regional Water Quality Control Board and the Monterey Bay National Marine Sanctuary to achieve NPDES permit reissuance amendment and authorization, respectively.
Objective 2 outcomes: Program management (PM) for the different components of the Pure Water Monterey Project. PM will provide program support to M1W, Monterey Peninsula Water Management District (MPWMD), and Marina Coast Water District project managers and construction managers on each of the seven discrete but interdependent projects that together form a completed Pure Water Monterey Project. Emphasis will be placed on well-defined communication protocols and program-level procedures to ensure on-time and on-budget completion through consistent controls. Construction management (CM) service costs associated with each of the Pure Water Monterey Project components. CM activities included responding to submittals and requests for information (RFIs), document control, correspondence with the contractor, coordination meetings, cost and schedule management, change orders, inspections, records, testing, environmental compliance, and final closeout. A request for proposal was issued for each component.
