Overview
Grant Description
1. Award Purpose - Reclamation operates the Central Valley Project (CVP) in close coordination with the California Department of Water Resources (DWR), which operates the State Water Project (SWP). Under several water rights permits issued to Reclamation and DWR by the California State Water Resources Control Board, the CVP and SWP divert water from the Southern Delta via pumping facilities located in Tracy, CA and Byron, CA. These permits, specifically Water Rights Decision D-1641 (D-1641), require Reclamation and DWR to maintain a network of discrete and continuous monitoring stations collectively known as the Environmental Monitoring Program (EMP). D-1641 specifies where these stations are to be located and what is to be monitored there: water quality (continuous and discrete), phytoplankton, zooplankton, and benthic invertebrates.
2. Activities to be Performed - The primary objective of this project is to conduct and manage EMP monitoring data, analyses, quality assurance, quality control, and communication products to stakeholders to further understanding of the estuarine ecology and facilitate the management and conservation of the Upper San Francisco Estuary.
3. Expected Deliverable or Outcome - The principal activities to be funded through this action include:
- Monthly discrete water quality sampling at 24 fixed and up to four floating sites throughout the estuary.
- Monthly discrete sampling for phytoplankton (24 fixed and up to four floating sites), zooplankton (up to 20 fixed and four floating sites), and benthos (ten fixed sites).
- Continuous water quality monitoring at 15 fixed stations.
- Quality Assurance Project Plans (QAPPs) for discrete water quality monitoring, biological monitoring, and continuous monitoring.
- Annual reporting of resulting data to State Water Resources Control Board (SWRCB).
4. Intended Beneficiary(ies) - The recipient must meet the requirements of Water Right Decision D-1641 and works in close coordination and collaboration with Reclamation to maintain the EMP. The recipient has proposed to Reclamation to provide the technical skills, equipment, and facilities needed to maintain the EMP. The data collected and knowledge gained through the EMP helps the recipient fulfill its mission to sustainably manage the water resources of California, in cooperation with other agencies, to benefit the state people and protect, restore, and enhance the natural and human environments.
