Overview
Grant Description
1. Award Purpose
In January 2012, Reclamation and the State Parks entered into a Managing Partner Agreement which commits Reclamation to providing funding up to $2,500,000 to offset the cost of operating and maintaining the Folsom Auburn and Folsom Lake project areas. In accordance with the Managing Partner Agreement, State Parks committed all revenues generated from operating these park facilities, including day use fees, annual permit funds, and state grant revenues received for the Auburn and Folsom State Recreation Areas. Any remaining funding deficit would be borne by State Parks utilizing their own general fund monies.
2. Activities to be Performed
The Secretary of the Interior is authorized to construct, operate, and maintain public outdoor recreation and fish and wildlife enhancement facilities, and to provide for public use and enjoyment of unit lands in a manner coordinated with other unit purposes. These purposes include power generation and provision of water for agricultural, municipal, and industrial use.
3. Expected Deliverable or Outcome
Since fiscal year 2012, Reclamation has awarded an average of $2,500,000 of allocated funds to State Parks for the provision of law enforcement, emergency response, operations and maintenance of recreation facilities, and visitor services activities. In accordance with the Managing Partner Agreement, State Parks provides Reclamation with biannual reports outlining the law enforcement actions, operations and maintenance activities, facility maintenance, and long-term planning work performed. State Parks also provides Reclamation with a financial accounting of the funds received, revenue generated, and expenditures made using both state and federal funds.
4. Intended Beneficiaries
On January 24, 2012, Reclamation and State Parks executed a long-term 25-year Managing Partner Agreement (MPA) to perform law enforcement, visitor management, and recreation activities on federal lands and waters associated with the Auburn Project Lands, Folsom Reservoir, and Lake Natoma. Per the terms of the MPA, this financial assistance agreement will enable Reclamation and State Parks to plan for current facility maintenance, law enforcement, natural resource interpretation, and future uses. This includes facility upgrades, deferred maintenance, recreation site improvements, and development of the lands managed by State Parks for Reclamation, in order to provide for safe and manageable recreation use of the project areas by the public.
