Application Executive Summary
We are requesting funds for the fiscal year 2021 under Section 5307 Urbanized Area Formula Grants Program for the acquisition of eight (8) buses for 24 passengers for the implementation of a new fixed-route system under Section 5307. See STIP 2019-2022 Amendment #2 Page FTA-54 Item 11.
The federal amount for the acquisition of medium-size medium-duty transit vehicles is $1,199,976 with a TDC of $179,996. The minimum useful life of the vehicles is 7 years or 200,000 miles as per manufacturer.
This will facilitate the implementation of the collective transportation service of our citizens and visitors. The STIP and the PRHTA toll credit approval are attached.
The Municipality of Cabo Rojo is the direct recipient of these funds. The start date is the date of the award and the end date is March 30, 2024. PRHTA is the designated recipient; Cabo Rojo is the direct. Indirect costs will not be charged. This is not a research and development grant. The Municipality of Cabo Rojo will follow all FTA 3rd party procurement policies as defined in C4220.1F (Third Party Contracting Guidance) and will ensure contractors procured are not on the FTA Suspension and Debarment List.
The Municipality of Cabo Rojo will ensure that all vehicles purchased are accessible, purchased from an FTA approved TVM, and reported to FTA within 30 days after the contract is signed. The Municipality will check the current listing of transit vehicle manufacturers (TVM) (https://www.transit.dot.gov/regulations-and-guidance/civil-rights-ada/elegible-tvms-list) to ensure each is listed as a certified TVM in compliance with FTA regulations. The Municipality has determined not to request one percent (1%) of funds be allocated to security expenses since it will use municipal resources and funds from other grants for security projects to safeguard FTA funded assets. Municipal police will provide preventive surveillance. Hence, there is no need to invest in additional security projects at this time.
